Slugging
Every morning, starting at 6am, long lines are forming at commuter parking lots in the DC suburbs. But these commuters are not waiting for a bus or train – they are waiting to bumb a ride. 30 years ago, when car pool lanes were first introduced, slugging started. Today, it’s an elaborate system with planned routes, stops, and a long list of rules. Slugging is based on the premise that while some people need to take their car into the city, other commuters simply need to get to work as quickly as possible. An impressive example of hyper-organization, Slugging is probably only possible in a civil servant mecca like DC.
